Kicks From The Penalty mark 11/30/2008

RE: Competitive Under 13

Bernie Fong of Sugar Land, Texas USA asks...

My son team has penalty kickout..it goes on till all the player has finished kicking.. The referee decided to use a coin to see who is the winner..the referee say it was the FIFA rules..
I challenge it as it was suppose to kick until the first one miss..
What is the right way to determine this outcome..

Per the FIFA Laws of the Game, a coin toss is no longer a way of determining the winner of the match.

If your competition rules said that the way of determining a winner was by Kicks From The Penalty Mark per FIFA, then the kicks should have continued, one kicker from each team, until one team had more goals than the other. If all the players on the team have taken kicks, then the players start taking a second round of kicks. The order in the second round does not have to be the same as in the first round.

Perhaps the competition had rules that in the interests of time, only one complete round of kicks would be taken, followed by a coin toss if necessary.

Perhaps in your tournament rules you go to a coin toss. FIFA has no such rule. Kicks continue until there is a winner.

The coin toss was eliminated fro FIFA competition, that said if darkness falls or time is somehow compromised perhaps your competition has a tie breaking coin toss to decides who goes though.
Under normal laws kicks continue until one team scores anf the other misses. A long while back I witnessed 21 times each team stood up over the ball on KFTPM 42nd kick decided the outcome
