Question Number: 20691Law 14 - Penalty kick 12/23/2008RE: Social Adult Steve Britton of Brisbane, QLD Australia asks...This question is a follow up to question 20663 In this situation how could it be a Penalty kick when the keeper has handles the ball outside the area? I thought for a PK the offense had to occur inside the area? Answer provided by Referee Gary Voshol Q#20663 wasn't about the goalkeeper, it was about another defender. And it was inside the penalty area. Are you referring to some other question?

View Referee Gary Voshol profileAnswer provided by Referee Keith Contarino #20663 concerned a defender other than the keeper that deliberately handled the ball and denied a goal. The handling took place inside the penalty area. You are correct that a PK can never be awarded for any handling violation outside the penalty area be it the keeper or anyone else. But the question you referenced had nothing to do with this subject
