Kicks From The Penalty mark 1/23/2009

Haroon of Pretoria, Gauteng South Africa asks...

Is a player who has been substituted (taken off) allowed to take a penalty during a shootout, if the match is still tied after all 11 players have kicked their penalty's.

No. Sorry they must be a player at the end of the game to kick.

No. They have to be one of the legal players at end of all playing time. Only exception is if the keeper gets injured

Unless this was unlimited substitutions and the replacement was for an injured keeper!
After all legal players have gone at least once then those same 11 begin again. The exact order does not need to be repeated. The order of shooters is unimportant the second time around as they can take the pk in any order until all players have had a second equal opportunity to shoot!
