This question is a follow up to question 20767

Adantage vs. Trifling

Wouldn't the concept of a trifling infringement of Law 15 be more appropriate than applying advantage in the situation where the referee awards a goal when a teammate conducts a throw-in that is directly handled by that team's keeper in their penalty area,and then the ball goes into the goal?

The National Instructor at our recert stressed that advantage applies only to infringements of Law 12. This concept is also found in para 5.6 in the 07-08 ATR. I don't know what the 08/09 ATR says because it is still temporarily out of stock.

Who violated Law 15? The throw was properly taken; there is nothing that prohibits the player from throwing toward his keeper. The violation was of Law 12 which prohibits the goalkeeper from handling a ball after receiving it directly from a throw-in taken by a teammate.

You are correct that USSF maintains that Advantage applies only to Law 12 violations.

You are correct in that in the US advantage is to be given only for violations of Law 12. But that's exactly what was done when the keeper handled the throw-in. Law 12 forbids the keeper from doing this not Law 15 so there's no Law 15 advantage given here.

A throw-in is either done correctly or not done correctly, there can be no advantage given if it is performed incorrectly -- the referee must give the ball over to the other side.

This is quoted from page 125 of The Laws of the Game:

If the ball touches the ground before entering the field of play, the
throw-in is retaken by the same team from the same position provided that it was taken in line with the correct procedure. If the throw-in is not taken in line with the correct procedure, it is retaken by the opposing team.

Law 12 states one of the indfk illegal handling offences occurs if a team mate directly does a throw in of the ball to his keeper and the keeper inside his penalty area uses his hands on the ball!
Advantage applies if the indfk handling offence rebounds such a ball off the keeper's hands to a nearby attacker who could shoot on goal or whether it continues its journey as a rebound that could also cross the goal line, under the crossbar and between the posts! Trifling is not the correct term as ANY incorrect throw in is an automatic reversal of the throw in to the other team.
