11min into the game it was stopped because of lightning. Do we start over or at 11min??

Under FIFA Laws of the Game, if you can start the game after a delay, the 11 minutes count. The game was suspended, not terminated.

If it doesn't appear that the storm will clear and the game has to be abandoned, Law 7 says, 'An abandoned match is replayed unless the competition rules provide otherwise.'

It only makes sense to start anew when rescheduling a game, because the conditions have all changed. Maybe their star striker had a slightly pulled muscle that day - or maybe your keeper banged his hand between the original and new dates and has to sit out while he heals. Maybe the weather for the new game is cool and dry instead of the hot and muggy before the storm broke.

High school may have unique rules, but I don't recall that being the case. Since you are writing us, I assume you didn't complete the game at the field that day. You will have to check with the CA HS Athletic Association to see what will happen when (if) the game gets rescheduled.

In any event, any misconduct that happened during those 11 minutes stands as recorded.
