Question Number: 20857Kicks From The Penalty mark 2/16/2009RE: Competitive Adult Ron Simpson of Victoria, BC Canada asks...This question is a follow up to question 19070 If the scenario, as outlined in this question [19070] exists and the referee blows the play dead is it an misapplication of the rule or bad judgment on the part of the referee? In this case the ball retained energy after the keeper deflected it back out into the 6 yd area and spun backwards into the net. This was in a tied (after 120 mins) Cup game and denied one of the teams moving to the next level of kicks. If a misapplication, should the game be replayed or the penalty kicks or does the result stand. Thank you Answer provided by Referee Richard Dawson Unfortunately the end of the pk or kftpm mark is an opinion not a miss application. A too quick whistle is simply bad luck for one team, good luck for the other. Even a clear video with a referee apologie cannot undo a decsion as a fact of play and whether a goal is scored! Cheers

View Referee Keith Contarino profileAnswer provided by Referee Chuck Fleischer Here we [me anyway] sometimes describe this particular referee as being in rectal defilade. What he has done is ended the penalty kick as he may do under Law 14. What he hasn't done is wait until all the kinetic energy imparted into the ball by the kicker has been absorbed by the keeper or expended due to the effects of friction. Regards,
