In the state cup tournaments. Can a red card be carried from one year to the next?

Received a Red card in the last game of last yr, my coach feels that I can't play in the first match of this yrs tournament. Cant find the written rules please help

No written law just league or association policy at work here. Contact the league representative responsible for disciplinary actions.
Coach may feel obligated as opposed to mandated?
