Kicks From The Penalty mark 2/23/2009

Aubrey Waddell of Maryville, TN USA asks...

Obviously, I would never allow parents or any fans to be anywhere near the goal during KFTPM to decide a match. However, assuming that someone sneaks up on me, I ask this question: In KFTPM, Team A, which kicked first, is taking its 5th kick with the kicks tied at 4-4. Team B parent (or any non-playing person, for that matter) steps on the field just as Team A player takes kick. Ball definitely appears to be going into the goal and and keeper is nowhere near ball. Parent blocks kick. Now, I know if this were a PK, I would eject the parent and re-start with a dropped ball. But, since this is KFTPM, is the kick re-taken, or does Team A simply lose its 5th kick?

In every case of a penalty kick not reaching the goal or goalkeeper because an outside agent interferes the kick is retaken exactly as it states in Law 14. Advice 14.7 refers.

You got some real sneaky mean spirited poor sport but very quick parents and a too close set of stands for this to occur. Social services should be contacted as this family really needs some professional evaluation to be so screwed up! That said on KFTPM or any PK, if the outside agent PREVENTS the ball from reaching the goal, the pk is repeated after the removal of the idiot!
In 44 years of watching, playing, reffing and coaching, never seen this occur.

Here's what Advice 14.7 says:

14.7 BALL BURSTS/OUTSIDE INTERFERENCE DURING A PENALTY KICK
If, after the ball has been put into play, it is stopped or interfered with on its way to the goal by an outside agent or if it bursts on its way to the goal, the kick shall be retaken. Although the ball was put into play, the team given the penalty kick is deemed not to have had a fair opportunity to score under these circumstances.

And page 43 in current LOTG:

the ball is touched by an outside agent as it moves forward:

the kick is retaken
