Question Number: 21021Kicks From The Penalty mark 3/23/2009RE: Select Under 17 Wendell Friesen of Grande Prairie, AB Canada asks...This question is a follow up to question 20847 In a penalty shootout after 10 kicks the score was tied. The next kick was a goal and then on the next kick from the opposing team the shot was taken and missed. The first team poured onto the field and were just completing their celebrations when the referree came to them and informed them that he had not blown his whistle so the shot had to be retaken. The shot went in and that team went on to win the game in the next round of kicks. The tempo of all the kicks was the same - the only difference was that the referree did not blow his whistle on the one kick. He has the whistle in his mouth with his hands at his side. The tournament organizer went along with the referee and a bronze medal was awarded at this provincial tournament. Answer provided by Referee Gary Voshol The Laws of the Game, in the Interpretation and Guidelines section, directs us in the use of the whistle. It includes penalty kicks, and by extension, kicks from the penalty mark. If there was no whistle, the ref was correct to have the kick retaken, and the player who went early should be cautioned for his efforts. The wise referee would very carefully consider whether he had indeed blown his whistle, perhaps so quietly that only the kicker and goalkeeper heard it. quote: The whistle is needed to: ? start play (1st, 2nd half), after a goal ? stop play: ? for a free kick or penalty kick ? if the match is suspended or abandoned ? when a period of play has ended due to the expiration of time ? restart play at: ? free kicks when the wall is ordered back the appropriate distance ? penalty kicks ? restart play after it has been stopped due to: ? the issue of a yellow or red card for misconduct ? injury ? substitution

View Referee Gary Voshol profileAnswer provided by Referee Keith Contarino The whistle is required to start a penalty kick or kick from the penalty mark. What the referee did was correct. Of course, it's possible the referee did blow the whistle but so quietly only the kicker and keeper heard it.

View Referee Keith Contarino profileAnswer provided by Referee Richard Dawson The mechanics and handling of the event sounds poor but technically in law the referee is correct even if the situation smells. The whistle if used in all the other pks it is not too difficult to imagine it is required for the last one too. A referee MUST be focused, give proper instructions and be watching the kicker at the taking of the pk. That said for a kicker to JUMP on the kick early would have to be very obtuse or brain deficient. If I was a referee retaking the pk the kicker WILL be cautioned and shown the yellow card, if it is his second caution, show a red card and the kicker sent off. Cheers
