Please consider when answering, a home game, away game situation Answer provided by Referee Richard Dawson Whether the host nation or association is held responsible the consequences vary depending on the seriousness of the event. Security will be called into question and their role in it! Whose fans are at fault? Was it team, management, coach, player inspired? Were the officials involved or attacked? Just as in any criminal investigation you need to sort out the facts before you apply any standard of punishment. Venue changes, replays, forfeit, spectator bans, fines, suspensions, etc... The key here aside from fingering pointing who is to blame is to ensure that FAIR PLAY and safety for all is secured above all else!
