I have seen many players this year wearing one color of socks over the socks that the other teammates are wearing,ie black crew socks over white soccer socks. Do you think this is legal?

I have contacted the proper authorities at NFHS and it is illegal to wear a second color sock. the referee at the game should make the players doing this remove the second sock
