Question Number: 21364Kicks From The Penalty mark 5/17/2009RE: Select Under 12 J M Golden of Burlington, NC USA asks...During Kicks from the Penalty Mark to decide a tiebreaker can the goalkeeper move side to side and jump up and down? I know the rule is they must stay on the goal line until the ball is kicked and not move forward. We faced a keeper in a tournament that was hopping side to side and jumping up and down. Is this legal? Answer provided by Referee Gary Voshol Keepers may move from side to side, and may remove their feet from the line as long as they are above the line. The interpretation is the same as any other line on the field, it's actually a plane rising infinitely high.
