When game goes into a shoot-out, who can play keeper? The goalie who was in the game at the end, or, any goalie on the team?

It would depend on the rules of the competition in which you were playing. If it is a youth game, with unlimited substitution rules, the team may be able to substitute a goalkeeper in for the kicks.

A switch between a player on the field with the current keeper on the field is allowable as long as the referee is informed prior to the switch.

Only those players on the field at the end of the game may partake in kicks from the penalty mark to decide a winner. (Players 'on the field' also include those persons who are still players of record - have not been substituted out - but are temporarily off the field with the permission of the referee.)

The goalkeeper must come from one of those current players. It could be the one already wearing the spiderman shirt, or another player on the field could swap places with the goalie.

If the goalkeeper is injured during the kicks from the mark, she may be replaced if the team has a substitution left. That comes directly from the Laws of the Game. As my colleague notes, many youth games have unlimited substitutions, so there would be a substitute left. But I've not seen youth rules that allow a substitution without there being an injury.

Any player on the field at the end of the match can switch out and play as keeper provided the referee is informed. This is NOT CONSIDERED a substitution!

There is also a get out of the technical area to substitute clause in that IF a keeper is INJURED in a shoot out. If the available number of substitutions have NOT occurred a new keeper from the bench can come in and replace the keeper. Given youth often has unlimited substitution protocols this opportunity is quite feasible.

Any of the 11 players on the field at the end of the game may be the goalkeeper. If during the kicks phase the keeper is injured, then any substitute on the bench may replace the injured keeper provided the team has any substitutes left.
