David Serrano of San Jose, Ca USA asks...

Where do you find the 'rules' that a apply to your league. Things like playing time per age group? Substitution opportunities, when? Point deduction and for what? why? Red cards and stuff.

My League has all modifications at their website. Yours should also. In fact, all you ask should be there. If you can't find the answers, start by calling the referee assignor and go from there

Our referee assignor sends out a packet each season with a summary of the rule modifications for every league she assigns. I can also find more detail on the leagues' websites.

Any responsible league should have written instructions, by-laws, codes of conduct, etc... within their governing body. This information should be available on line if the association has a website or through any of the directors on the executive board! Pick up a phone or go dot.com and see whats what!

Once again I emplore the soccer bodies out there to actively participate in monitoring, reviewing, mentoring and training programs. Use a public forum for the start of the season and mid and post season get togethers to discuss, resolve, or recieve a pat on the back for the issues that the association faces.
