This question is a follow up to question 21715

OK, OK [If play is stopped because of a foul (by a player against an opposing player on the field of play when the ball is in play), the restart is based on the foul (direct or indirect free kick), and the location of the restart is the spot of the foul, not the ball.]

What IF THE BALL IS NOT IN PLAY, AND IT WAS A THROW IN, THE BALL IS OUTSIDE THE FIELD. A PLAYER IS GETTING READY TO COLLECT THE BALL. THEN TWO KIDS GO AT IT IN THE PENALTY AREA OR OUTSIDE AND ONE GETS A BLOODY NOSE. THEN THE REF MUST CARD IF NECESSARY AND THE RESTART IS STILL A THROW IN, OR A PENALTY, IF IT OCCURRED IN THE PENALTY AREA? NO, IT IS A THROW IN????? RIGHT?

A foul cannot happen when the ball is out of play. But misconduct can happen at any time.

If the ball is out of play, the restart has already been determined. Nothing can change that restart.

So if there was to be a throw-in, the only correct restart is a throw-in.

If the offence occurs after the ball is out of play it is considered misconduct, not a card, and the restart does not change. In your case, it would still be a throw in.

Keep in mind that this is different to a ref changing his mind based upon finding out about an incident that occurred before the ball went out of play.

Michael you are one angry dude: CAP LOCK, five question marks in a row and you answer your own question. Then you ask us to verify it. Wow. Take it easy man!
It looks like you are confused with the meaning of foul. The action you describe is misconduct, not foul. If the restart has been determined, in this case a throw-in, then if the play is restarted it must be with that throw-in. The only thing that can stop the throw-in is ending the game before it gets restarted.

You answer your own question. The ball was not in play when all this occurred. Everything that happened was misconduct and will be dealt with but you can't change the restart which is still a throw-in. And please drop the caps lock.
