The foot in 'on the line' if any part of the foot is touching the line. So, even if most of the foot is within the field, but the heel is on the line, it can be a proper throw in.

Really, David! Get out your Laws book or look it up online at www.ussoccer.com and read Law 15!

'At the moment of delivering the ball, the thrower: has part of each foot either on the touch line or on the ground outside the touchline.'

So, only part of the foot has to be on the line. We are not told where the rest of the foot has to be, so don't worry about it!

That depends on where the other foot is located. The foot you describe is legally placed but the other foot must be also, and the rest of the requirements of Law 15 must be followed
