Kicks From The Penalty mark 9/14/2009

It was a final of a tournament of U14 girls.
Match was going to be determined by penalty shoot out. Player A takes a shot, the ball hits the cross bar the hits the ground and bounces in to 2 post and finaly goes in the goal.Is that a goal or not?.

ABSOLUTELY a GOAL! Provided the referee correctly understood the law, realized the momentume of the ball was not finshed and did not blow his whistle BEFORE the ball completely crossed the goal line under the crossbar and between the posts!


When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar:
? the ball touches either or both of the goalposts and/or the crossbar and/or the goalkeeper
The referee decides when a penalty kick has been completed.

So is this a kick that has taken place during the Kicks From The Mark (penalty shootout), or a penalty kick that time has been extended for?

If it is either of those two cases, then yes it is a goal. Even if in doing so it bounces onto the keeper's back and into the goal, it would still be a good goal. The process of the ball bouncing around in this fashion is still considered part of the momentum that the ball carries from the kick.

Moez, I wonder if you took this question from a referee exam. We have the answers for these tests here and it is yes, it's a goal. (But you forgot to mention that it also hit the goalie at one point.)
The rationale is that the ball's momentum from the kick took it over the line.

Yes it is! The ball is still in play as long as it's moving
