Question Number: 21993Law 3 - Number of Players 9/16/2009RE: NFHS High School Dave of Clarkston, WA USA asks...NFHS; Substitution Rules The USSF Guide to Procedures states that the referee 'does not permit the substitution...if the team in possession on the restart is prepared to restart quickly.' Does that same principle apply in NFHS matches? Or are we required in high school matches to perform the substitution even though it would eliminate the attacking team's inititative on an otherwise quick throw-in or corner kick? Thank you. Answer provided by Referee Dennis Wickham The NFHS high school rules build in a safeguard: the team that is not in possession of the ball cannot substitute on a throw in or corner kick (unless the team in possession elects to substitute).
The USSF Advice to Referees (3.5) is that the referee should not interupt a restart when the substitue had not checked in to the appropriate official before the stoppage of play. Common sense will usually dictate when the response by the referee to a late request for a substitution is "next time."
