Kicks From The Penalty mark 10/4/2009

Before we started the penalty kicks the other team changed goalkeepers the other player was in the game is that against the rules?

Yes any player on th field may switch at anytime with the keeper at any stoppage on any PK and at any time even during KFTPM!

A substitute could also if the league policy allowed it at a stoppage. But on KFTPM a substitute is not possible only in th event of an injury a substitute could come in and replace the keeper if the available number of subs have not been used. Unlimited subs in youth so not usually an issue!

Correct answer provided by Referee Wright. You mention penalty kicks so I assume it was 'Kicks from the Penalty Mark'. There is no prohibition in changing the goalkeeper with an outfield player who was on the field of play at the final whistle. The referee is informed of the change and indeed provision is made in the Laws to substitute the goalkeeper if he is injured and the team has not used up all its allocation of subs.
It surprises me that team gets bothered about this decision as a team is allowed to use it resources as best it sees fit to win the game. It does not happen very often as the goalkeeper is a specialist role and most outfield players have no shot saving ability. It could also be that the goalkeeper was injured and he was not able to dive. If I was a penalty taker I would be delighted to see the change.

This is permitted under the laws of the game. The goalkeeper may change with any field player at any time, or with a substitution (provided the team has available substitutions at any time).

Additionally, if the penalty needs to be retaken for some reason, they can change goalkeepers between retakes, and the attacking team can also change their kicker for the retake.

If you're specifically referring to 'kicks from the mark' - or a 'penalty shootout', as some know it, then a keeper can still change places with an on-field player at any time, but cannot be replaced by a substitute unless he's injured and there are substitutes remaining.
