The high school sectional game I watched last night ended in a PK shootout. One of the PKs bounced off the crossbar, went (nearly) straight up in the air, and bounced in front of the goal. It had sufficient backspin that it bounced up and landed on top of the net (over the bar).

It is my understanding (and also that of others who I have discussed this with) that, if it had spun back into the goal (under the bar), it would have been a goal. Is that correct?

Yes. The ball isn't dead until it leaves the field, is saved by the keeper and it is clear that the momentum of the ball is spent and will not take it into the goal after bouncing off of the keeper, or any part of the goal.

As long as the ball did not cross into touch over that invisible 5 inch boundary wall reaching skyward around the pitch the ball is still in play. If it had of spun its way back into the goal assuming the referee held the whistle and considered the shot still in progress the goal would count!
