In high school soccer, if a player gets a soft red can he play in the next match

Your local high school league or state association determines what sanctions will be imposed.

Some rules refer the matter to the school's athletic director, some to a league's disciplinary committee, and some have a formula based chart (if this, then X days).

It is common to have a one match suspension for any red card.

Throughout the football world FIFA has instructed associations to ensure that players who receive a red card are suspended for the next competitive game.
I am not aware of the NHFS rules on this matter but there is a good possibility that it applies. It is a question for the NHFS administrators who receive the referee's match report.
