I have looked for the response to my prior question and used the reference # given and the suggested link but found no response. Could you help me find the response.

Not sure what the probem with finding it was, but all agreed that the restriction on the ball leaving the penalty area applies only to a restart by the defense inside their penalty area.

During active play, passes inside the penalty area are allowed (and are usually exciting).
