just wondering before penalties were used to deside a match what was done and when were penos brought in.

Answer provided by Referee Gary Voshol

I don't remember when kicks from the penalty mark started. But before that, decisions were made by chance. Draw straws or flip a coin to see who advances to the World Cup finals. Wow. While KFTPM aren't ideal, it's sure better than blind luck.

Answer provided by Referee Dennis Wickham

Under the laws, matches end in a draw. Kicks from the penalty mark are now common, but not a required method, to choose which team advances or wins in a cup or tournament. They were first used in a FIFA world cup qualifier in 1977 (having been used in European matches in the 70's). Before then, a coin toss decided who advanced. (Sudden death - golden goal or silver goal - - were also tried, but were rejected as methods to decide who advances/wins in 2004.)
