Question Number: 22655Kicks From The Penalty mark 12/18/2009RE: Rec Under 19 Rick Robinson of Medicine Hat, AB Canada asks...This question is a follow up to question 22648 To follow up with an example of a player shooting out of order, our league requires teams to provide the first five shooters, and specifically requests that they be given in order. Our team went to a pk for the league championship, and one of the opposition shooters took the third kick for his team, but was listed as the 4th shooter. The referee immediately disallowed the goal, but then allowed the player to return for the 4th penalty. Answer provided by Referee Dennis Wickham I am not surprised that the referee did not allow the goal when taken by the wrong player (under your leagues unusual rules), but it sounds like the local rules gave your team a break in not requiring that the third kick be retaken by the correct player.

However the referee should not have allowed the penalty kick to be taken out of order in 1st place. Personally I don't like competition rules that are in conflict with the Laws and where there may not be any provision for scenarios such as injury, sickness etc. What happens then?

View Referee Joe McHugh profileAnswer provided by Referee Gary Voshol If the competition authorities change the rules, then they have to provide for what happens when those new rules are broken. Perhaps the referee was correct, perhaps not. Without knowing the rules, we can't tell.
