Question Number: 23085Kicks From The Penalty mark 4/10/2010RE: select Under 14 bob of gillette, nj usa asks...When you need pkftm to determine a winner, I know a goalie can shoot. If all other ten players have taken a kick, is the goalie required to take the kick or can they simply start taking their 2nd kicks? Answer provided by Referee Joe McHugh Hi Referee Bob Yes indeed every player on the field of play including the goalkeepers have to take a penalty kick in KFTPM if the kicks continue. All player have to take a penalty before a player can take a second penalty kick. Many teams will leave the goalkeeper to last, ie the 11th kick, if his/her penalty taking skills are limited. Other teams, including Bayern Munich, have nominated its goalkeeper as the designated penalty taker in matches so I suspect he might be first to take one in KFTPM or at least in the 1st five.

View Referee Gary Voshol profileAnswer provided by Referee Dennis Wickham Under the laws of the game, no one can shoot a second time until all eligible players have kicked once, including the goalkeeper. (Note: high school rules are different, and permit a player to kick a second time after ten players have completed their kicks.)
