Answer provided by Referee Dennis Wickham As long as a portion of each foot is on or behind the line, the throw- in in proper even if most of the foot is in the field of play.

There is a misconception that the foot has to be on or behind the line. That is incorrect. As long as part of the foot such as the heel is on the line that is legal.
