Kicks From The Penalty mark 5/24/2010

RE: Competitive Under 19

Peter Henderson of Glasgow, Lanarkshire Scotland asks...

At the end of a Cup Final (extra time included) with the result at 1 - 1 we went to a penalty shootout.

For one of the penalties the Goal Keeper saved the ball pushing it back out the way. Due to the spin on the ball it came rolling back towards the goal and he kicked the ball off the line to stop it going in for a goal.

What should the correct ruling be on this?

Goal
No Goal, retake the penalty.
No Goal, next penalty.

I have looked at every ruling on line but cannot see an answer to this.

No goal, move on to the next kicker. The goalkeeper is allowed to touch the ball as many times as necessary to keep it from going into the net. It's the kicker that is allowed only one touch.

No goal, next kick.

The ball never crossed the goal line, and the keeper saved it (twice). Until the referee determines that the kick has been completed (all momentum of the ball has ended), the keeper is expected to defend against a goal.

Peter, let's go through your options.
1. Goal. This cannot be correct since the ball did not cross the goal line. A goal is defined as the ball going completely beyond the goal line between the goal posts and under the bar.
2. No goal, retake. This only happens if there was an infraction. Since no infraction occoured, no retake is taken.
3. No goal, next penalty taker. This is the last choice and the game must go on so let's choose this one. But we can see the goalie saved the goal so it is a no brainer.
Now having said all this, the tricky question is when the goalie 'saves' the shot but the spin of the ball carries the ball over the goal line, between the posts, under he bar. In this case it is a goal because the momentum of the ball, produced by the PK taker carried the ball over the goal line.

I'm confused why you have any question as to the outcome. The kick was taken and the keeper stopped the ball from scoring. End of story. No goal, next kicker please.
