Question Number: 23369Kicks From The Penalty mark 5/25/2010RE: Adult Preetam of Lallmatie, Flacq Mauritius asks...Can a player replace a goalkeeper during a penalty shoot out even after all the substitution had been made and the goalkeeper is not injured?? Answer provided by Referee Gary Voshol If that player is one of the team on the field to take kicks from the penalty mark, she may replace the goalkeeper. A team could change keepers for every shot if they wanted. This is not a substitution.

View Referee Gary Voshol profileAnswer provided by Referee Michelle Maloney If by player, you mean someone who was on the field at the end of the game, then yes, the goalkeeper can switch out with any player on that team, even at every kick. That is not a substitution and simply requires informing the referee prior to the change. A substitute is not a player under the LOTG, so if the person you are asking about to replace the keeper is sitting on the bench, the answer is no, a substitution cannot be made - unless 1) the keeper is injured and 2) the team has remaining unused substitutions available.
