During an U-11 game, a players throw in never crossed the touchline, what would be the correct restart?

Hi Referee Gary
If the throw in does not enter the field of play or touches the ground before entering the field of play the throw in is retaken by the same team from the same location.

If the ball never enters the field, in any level game, the throw is retaken from the same position. If the ball hits the ground outside the field before going into the field, the answer is the same.

The only footnote I would add to the answers from Ref McHugh and Ref Maloney is that it is retaken if the throw was otherwise proper in form.

If the original throw was not properly performed (e.g., foot off the ground or one foot fully on the field of play), the other team is awarded a throw-in based on the foul throw (even though the ball never entered the field of play).

Simply retaken. If the ball just smudged the plane of the field and went out...then the other teams throw in.
