Answer provided by Referee Joe McHugh Hi Referee Gary If the throw in does not enter the field of play or touches the ground before entering the field of play the throw in is retaken by the same team from the same location.

View Referee Michelle Maloney profileAnswer provided by Referee Dennis Wickham The only footnote I would add to the answers from Ref McHugh and Ref Maloney is that it is retaken if the throw was otherwise proper in form. If the original throw was not properly performed (e.g., foot off the ground or one foot fully on the field of play), the other team is awarded a throw-in based on the foul throw (even though the ball never entered the field of play).
