Question Number: 23678Law 12 - Fouls and Misconduct 7/16/2010RE: High School bruce of jackson, new jersey usa asks...high school soccer player spits on referee inside own penalty box .. can u award a penalty kick.. i can't see awarding a pk for a foul against a referee.. i assume player gets red carded what is restart? Answer provided by Referee Joe McHugh Hi Bruce The player is dismissed for spitting at an official and the restart is an indirect free kick from where the offence took place. If it was a player the restart would be a direct free kick from where the offence took place or a penalty kick if it happened inside the penalty area.

View Referee Joe McHugh profileAnswer provided by Referee Michelle Maloney You assume correctly - a penalty kick cannot be awarded against a team for an offense that is not a foul. Spitting on the referee, the AR, a teammate or someone who is not an opponent is never a foul but always a sending off/red card for misconduct. The restart for this offense is an indirect free kick. Now, most states have playing rules in addition to the NFHS rules which address misbehavior like this by a student. It is quite likely the student will not be allowed to play again that season, or suffer an extensive ban of several many games.

The restart is a penalty kick, however, only when done by players inside their own penalty area against an opposing player, while the ball is in play. When done against a referee, the restart is an indirect free kcik.
