If a player is about to take a throw-in from the touch line, what constitutes the ball being in play? Does the whole of the ball need to cross the whole touch-line in order to be in play or if it is on the line or touching the line is it in play?

As soon as any sliver of the ball is over the outer edge of the line, it is in play. Yes, this can result in the ball being still in the thrower's hand when it has come back into the field. But that is not a handling foul, because another condition for the ball being in play is that it was released by the thrower.

Hi
When a ball goes out of play all of the ball must cross the line. When it is coming into play when any part of the ball touches the plane of the line it is in play.

Some part of the ball must break the outside edge of the plane of the line AND the ball must leave the thrower's hands to be in play.
