Question Number: 23850Law 13 - Free Kicks 8/29/2010RE: Rec Under 13 David Lovett of Royal Palm Beach, Florida USA asks...I am taking a referee course. I was just wondering if this is correct. A player takes an indirect free kick. Everything is done correctly and a goal is scored. Here is my question or should I say, the question posed in the class. The referee did not hold up his/her arm. What happens next? The answer given was, retake the kick because the ref should have held the arm up so everybody knew what was going on. Is this right? Thanks, David Answer provided by Referee Joe McHugh Hi David That is correct. A goal cannot be scored directly from an IDFk and both teams need to know that the free kick is indirect. The goal is not allowed and the IDFK is retaken. If a goal is scored say by a teammate on a cross from the IDFK then IMO the goal should stand. The IDFK signal in that case would not be significant.

If the referee fails to raise the arm, the kicker has been misled by the referee into thinking a goal can be scored directly. If the kicker then does so, her team shouldn't be punished because of the referee's error. The kick should be retaken. The converse is also true. If the referee mistakenly raises her arm, the defense has been misled by the referee into thinking that a goal cannot be scored directly- - the keeper and other defenders might allow the ball go into the goal directly from the kick. If the kick does, the defense shouldn't be punished because of the referee's error. Again, the kick should be retaken.
