after the first 5 shooters for each team shoot and the score is still tied can the next shooter be one of the first five shooters or do you continue down the line until all shooters have shot or until until a winning goal is scored.

During kicks from the penalty mark, no one can kick a second time until all eligible kickers (including the goalkeeper) have kicked.

After the first five, the kicks phase becomes one vs one. It ends when one player scores and the opponent does not.

Nope. At tie-breakers like Kicks from the Penalty Mark, all players on a team still on the field and eligible to kick must kick before any teammate may take a second kick. Once they have gone through the entire rotation, they can take the second round in any order they wish.

Do note that after the first 5 kicks, it becomes sudden death - a score by one team and a miss by the other means the kicks are over.
