Question Number: 23899

Kicks From The Penalty mark 9/10/2010

RE: Pro Adult

Matt Cheasman of Brentwood, Essex UK asks...

Please look at this:

http://www.youtube.com/watch?v=LNC-gvoZEFM

Is this a goal? Although the ball did travel forward (which is debatable as it bounced forward and then spun back) it wasn't a dead ball in my opinion. If the ball continued forward I say it was but I feel this is a goal.

Is it?

Answer provided by Referee Joe McHugh

Hi Matt
Yes no question IMO. This is a goal and to quote the relevant section of Law 14
'' When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar:
# the ball touches either or both of the goalposts and/or the crossbar and/or the goalkeeper
The referee decides when a penalty kick has been completed.''

Answer provided by Referee Gary Voshol

Yes, the goal (kick from the penalty mark) should count. The play is not over until the goalkeeper prevents the ball from entering the goal. As long as the ball has momentum, in this case the backspin, it could enter the goal.
