Question Number: 23900Kicks From The Penalty mark 9/10/2010Peter G. Platt of New York, NY USA asks...This question is a follow up to question 23877 Prompted by the link below. In a shootout--unlike a normal PK--I thought the ball was dead once it is blocked by the keeper and hits the ground. Is this a goal? Self absorbed athlete thumping his chest while the ball rolls in and scores. You may not know the rules but this keeper should. The answer IS in Law 14; The referee decides when a penalty kick has been completed.
