Question Number: 23974Other 9/20/2010RE: N/A Other Peter Grove of Middlesbrough, North Yorkshire England asks...This question is a follow up to question 23905 Nobody seems to have answered the part of the question as to when the rule saying an indirect free kick does not count as a goal was first instituted. Actually, in one sense, that query is the wrong way round. Originally all free kicks were indirect and a goal could not be scored off any free kick no matter which goal it went into. However an amendment allowing direct free kicks was adopted at the IFAB meeting held at Ayr, Scotland on 15th June, 1903. The new wording stated, 'A goal may be scored from a free kick which is awarded because of any infringement of Law 9, but not from any other free kick.' So you could say that the rule on indirect free kicks has remained unchanged since the very beginnings of the game.
