Question Number: 24027Kicks From The Penalty mark 9/26/2010RE: competitve College martin of madison, usa asks...in a penalty kick shoot out, if the keeper saves the ball and the ball loses its forward momentum (e.g. rebounds off the keeper)but hits an imperfection in the field and spins back into the goal without being touched is that a point in the shootout? Answer provided by Referee Joe McHugh Hi Martin Yes this a goal. The momentum of the ball from the original kick is still present and the penalty is not over until it is fully lost & the referee decides that it has been completed. The ball still makes it into the goal. It is a very rare situation. A more likely scenario is where the goalkeeper saves the ball onto the frame of the ball, rebounds out and hits the goalkeeper before entering the goal. That is also a goal.

A goal is scored - - referees consider the kick complete when the momentum of the ball (in any direction) is spent. Forward momentum is irrelevant to whether the kick has been completed. So long as the ball is still moving, a goal can be scored.
