Question Number: 24112Kicks From The Penalty mark 10/8/2010RE: Competitive Under 15 Todd of Houston, TX USA asks...At a competitive tournament at U15 Coed, the championship games goes to KFTPM. As each player on one team walks from the center circle to the penalty mark, the opposing keeper stands with one arm outstretched pointing at the approaching player and staring at him. What, if any, action would you take? Answer provided by Referee Joe McHugh Hi Todd This is a matter for the referee on the day. If he decides that it 'unacceptable' then he can ask the goalkeeper to desist. If it is repeated then the referee should caution. At KFTPM I have found it to be a good idea to bring both goalkeepers together before the 1st kick and to outline what is expected from them. I would tell both GKs 1. To stand behind the AR on the line at the 18 yard line intersection when a team mate is taking a penalty 2. To come forward promptly for the opponents' kick. 3. To be fully prepared with no delay in adjusting gloves. boots etc 4. To move to the center of the goal and not to come forward. 5. Not to engage in any unsporting behaviour such as verbals, questioning the position of the ball etc 6. To participate in the KFTPM in a fair and sporting manner.

View Referee Joe McHugh profileAnswer provided by Referee Michelle Maloney That's gamesmanship by the keeper, and a possible caution for unsporting behavior, should the referee deem it appropriate. Or, it could be deemed as trifling -say, for instance, the other team laughed at it, or maybe the referee says quietly 'Cut it out.' and the guy does. No need to make a mountain out of a molehill, and I would also suggest heeding Ref McHugh's excellent advice on letting the keepers - both teams - know what is expected prior to the kicks starting. Saves lots of trouble, and any decisions the referee has to make as a result of the keepers not listening are easier to sell if necessary. They've been warned and did it anyway. Easy.
