Question Number: 24196Law 18 - Common Sense 10/19/2010RE: REC Under 13 Craig Sommerfield of North Highlands, CA USA asks...This question is a follow up to question 24158 I am still not sure why this is not an indirect kick to the other team. The GK made a great save, had the enough control for the save and the smarts to give up possession before entering the goal. Then the GK goes and picks it up again. Why not second touch. He had possession and control. What part did I miss? Answer provided by Referee Gary Voshol It is a second touch. What we were questioning is whether or not it was an infraction that needed to be called. It likely was a trifling infraction, which neither harms the opponent or gives the keeper's team any special advantage.
Trifling is not measured by the effect that the restart would have for the other team. It is measured by the effect that the action has on the other team.
