Can a goalkeeper be changed in a penalty shoot out for another player in the 11 at the end of the game for anything other than injury?

Any player on the field (or temporarily off the field with the permission of the referee) can take part in Kicks From The Penalty Mark to decide a winner. This includes acting as goalkeeper in KFTPM. The goalkeeper can be changed during the kicks. She could be changed every kick, but that would really be excessive. Provisions of Law 4 remain in effect, so the new keeper has to get a contrasting jersey on, and the old one take her special jersey off.

Hi Steve
Yes the goalkeeper can be changed at any time with the referee being informed of the change. If a team has not used it quota of substitutes it can by exception also replace the goalkeeper during kicks from the penalty mark.
It tends to happen in underage games where perhaps a better shot stopper who has been playing outfield may be put into goals in kicks from the penalty mark.

Yes..provided it was a player in at the end of the game. For it to be changed with a substitute..the keeper would then have to be injured.
