Question Number: 24411Law 12 - Fouls and Misconduct 12/11/2010RE: competitve Under 19 George Taylor of Great Lakes, Illinois USA asks...On throw ins: If the ball is thrown in, and touched by the goalkeeper before entering the net, how is play restarted? I would say an Indirect free kick. Answer provided by Referee Dennis Wickham When the ball enters the goal, it usually is a goal. If an opposing player took the throw-in, it is a good goal because the ball has touched another player (the keeper). If a teammate of the keeper took the throw-in, this is an ideal opportunity for the referee to allow advantage (on the IFK foul by the keeper in handling the ball).

If it is a defensive throw in, the referee should allow advantage to be played and award the goal rather than award the IDFK for touching the ball with his hands from a team mate's throw in. It is important to delay the whistle in these situations to see what develops. The attacking team will not be too happy with the referee that disallows a goal and awards an IDFK in this situation. The GK that is familiar with the Laws of the Game will know if that if the ball enters the goal directly from a throw in it is either a goal kick or a corner kick so he has to make a call whether to attempt to stop it or not.

View Referee Joe McHugh profileAnswer provided by Referee Keith Contarino If the throw is by an opponent, no question it is a goal. If the throw is by a teammate the referee may blow the whistle as soon as the keeper touches the ball with his hands but he shouldn't. The keeper using his hands on a ball thrown in by a teammate is a violation of Law 12 not Law 15 and advantage should be applied and allow the goal. If the referee blows his whistle before the ball crosses the goal line, he must bring it out to the 6 yard line and award an IDFK to the opponents
