In the texas shootout or a dribble in shootout when does the 5 seconds start? Is it when the ref blows his whistle or on the first strike of the ball?

Mostly it starts when the referee in charge of the watch punches the button to time the five seconds. That generally coincides with the blowing of the whistle, and the lowering of the flag, but it all comes back to what the little black watch says.
