Kicks From The Penalty mark 1/29/2011

Me of Sydney, nsw Australia asks...

Firstly is this the FB CIA or some other intelligence?
I just want to know the rule about who is allow to take a penalty in a shootout to separate to team of which will win the match.
I Googled, Q'nAed and what not else. But only get non relevant answers. That is which of the players in a team can take those penalties. Only those playing at the conclusion of the extra time or any of the players who participated to the match or any among the whole quarter signed in for the match. Thank you if you want to give me an answer, and I'm still wondering why I had to go through a full ID to ask this

I'm not sure why you had so much difficulty in finding this. It's right in the Laws of the Game, page 50:
'With the exception of the foregoing case, only players who are on the field of play at the end of the match, which includes extra time where appropriate, are eligible to take kicks from the penalty mark' (The 'foregoing case' was an injured goalkeeper.)

Perhaps you were looking for the word 'shootout'? The proper term is Kicks from the Penalty Mark.

For purposes of KFTPM, players who are temporarily off the field of play - for example, to correct equipment or bleeding - are considered to be players on the field, and they are eligible to take kicks.

Hi Michel
Sorry you felt some sort of inquisition to ask the question. The site asks for you name, email, city & country, if you are a referee, age group etc. This is done for a variety of reasons. One to respond to the questioner directly by email and also to understand the context and location of the questioner, the knowledge that the questioner may have such as a referee as supposed to say a parent. The answer for an U11 in part of the US can be different to say Australia etc and the response is tailored accordingly
From the info you provided I can inform you that the USSF ATR does not apply and it is a matter for the Laws of the Game P 50 refers. Only players that are on the field of play or who are entitled to be on the field of play (injured player - temporarily off ) at the final whistle are eligible to take a penalty kick in kicks from the penalty mark. So if a player is sent off or a substitute who has not entered the game before the final whistle may not take a penalty. There is also one exception which is the injured goalkeeper situation and a sub GK can play provided the team has not used all its substitutions.
Also if a team is reduced in number due to injury/dismissal the opponents must reduce its number of players also before KFTPM begin. The team is afforded the opportunity to remove its weakest penalty taker/s to equate the teams.
