Question Number: 24695Law 15 - Throw In 3/15/2011RE: Under 10 john of houston, tx US asks...At my last game the other team kept throwing the ball in from the sideline with the majority of their feet inside the touchline on the filed of play. Are you allowed to have your feet be inside the touchline while at the same time part of it is on the touchline and outside the touchline? Answer provided by Referee Dennis Wickham John: Yes. So long as any part of the foot is touching any part of the touchline, that foot is in proper position. It will look odd (since 99 percent of the foot is inside the field of play), but will be legal.

So a player could have his heels on the line with the majority of his feet over the line and that is legal. If a foot is wholly over the line on the field of play that is illegal.
