Question Number: 24761Kicks From The Penalty mark 4/3/2011RE: select Under 16 J Smith of Delta, BC Canada asks...A game ends tied at the end of extra time and goes to PK's. Can the goalie be changed for an out player during the PK's? thank you Answer provided by Referee Joe McHugh Hi There is no restriction on changing the goalkeeper during play or during extra time and kicks from the penalty mark. The referee is informed of the change and the jersies are exchanged.

View Referee Joe McHugh profileAnswer provided by Referee Michelle Maloney As long as the exchange of keepers involves players already on the field, there is no restriction on how often this can happen. The players must inform the referee of the desire to change, and the change must happen at a stoppage (which is not hard during KFTPM!). The only other time a change can be made is if the keeper is injured and unable to continue and a team has a substitution left. The keeper is the only player who is thus allowed to be subbed out once the game has gone to kicks, and then only if s/he is injured during the taking of the kicks.

The keeper may not be SUBSTITUTED for by a teammate not participating in KFTPM unless the keeper has been injured and the team has a substitution left. As long as the player is participating in the kicks phase, he or she may change places with the keeper as long as the change is carried out per the requirements of Law 3 ( at a stoppage of play, the referee is informed)
