Question Number: 24813Kicks From The Penalty mark 4/13/2011RE: District Referee Adult Edgar Hulatt of Calgary, Alberta Canada asks...This question is a follow up to question 24620 In his answer Gene Nagy states...On any penalty kick, even if it is a retake of that PK, all the team has to do is identify, who takes the ensuing kick and that could be any player, on each kick, even the goalie. I understand the above. However in my refresher course last night this was discussed and the instructor, and other senior referees, insisted that in KFTPM a re-taken penalty must be taken by the player who took the penalty in the first place. I couldn't find this in the Laws of the Game and I'd like to get confirmation as this feels like an consistency. I've had a number of games requiring KFTPM so I'd like to be absolutely sure of this. Answer provided by Referee Joe McHugh Hi Edgar The advice at the refresher course is incorrect and it is not part of the Laws of the Game. On any retake of a penalty kick the team can change the penalty taker. Now it has also become common practise that referees seek a list of the 1st five penalty takers from each team. Again that is not part of the Laws yet it is used extensively within the game. Some competition rules could outline specific rules on KFTPM although I personally have never seen such rules. However I recall in the 2009 FA Charity Shield final between Chelsea and Manchester United the referee Chris Foy would not permit Deco of Chelsea to take a kick out of the order given to him. The reason you could not find it in the Laws is because it is not there. What is there is that the kicker has to be identified. In KFTPM this point is a bit irrelevant because the kicker is rather obvious with everybody else in the centre circle and the inactive goalie on the goal line at the 18. Here's what you can do. Why don't you write to Joe Guest jguest@soccercan.ca and ask him about this? I think he needs to know that some instructors may not be giving you correct information. Joe is the Deputy General Secretary/Secretaire general adjoint Canadian Soccer Association and top authority in Canadian refereeing.

View Referee Keith Contarino profileAnswer provided by Referee Michelle Maloney The original question asked whether or not a substitute who enters in between the first kick and the retake can take the retake. Under the LOTG, the sub becomes a player and may take the kick (unless this is USSF high school). On KFTPM, there is no logical reason to refuse to allow a different kicker to take a retake on a kick. No subs, of course, because there aren't any in KFTPM (except for injured kickers if subs remain). The Laws merely require that no kicker take a second kick before all of the team's players have taken a kick. Please take Ref Nagy's advice and contact Mr. Guest. We'd certainly be interested to hear if he has a different take on this.
