Question Number: 24856 4/26/2011RE: Cempetitive Adult Steven of Noosa, Qld Australia asks...This question is a follow up to question 24630 The previous question relates to a player being cautioned during the phase known as kicks from the penalty mark, to determine the winner of a match. This phase is found at p.129 of the Laws of the Game (LOTG), and the first dot point of this procedure specifically states the kicks from the penalty mark are not part of the match. An answer was provided that another caution to this player during this phase triggers a send off. However the actual wording of the dismissal offence (at p. 35 of the LOTG) states receiving a second caution during the same match. My question is, is this phase part of the match (as would be required for the offence), or not part of the match as is specifically stated by its procedure? The consequence of this question is whether to allow or not allow the player to take his kick could determine the winner of the match. Answer provided by Referee Keith Contarino The second caution during the kicks phase counts and the player is sent off. It took me awhile to find a LOTG document stating this but I finally did. This is from the Laws Of The Game Questions And Answers 2000: During kicks from the penalty mark (from the first kick onward) ? All eligible players (including the goalkeeper) must conform with the uniform and equipment requirements of Law 4 ? All players and substitutes remain under the authority of the referee ? A foul cannot be committed, but an appropriate card can be shown for misconduct ? A caution issued during regular play (including any extra time) is counted in causing a send-off if a second caution is given during kicks from the mark
This was later changed in the Q&A to:
g) May a player be cautioned or sent off during the taking of kicks from the penalty mark? Yes.
Which morphed into this in Additional Instructions:
? A player, substitute or substituted player may be cautioned or sent off during the taking of kicks from the penalty mark
And stays today under Interpretations:
? A player, substitute or substituted player may be cautioned or sent off during the taking of kicks from the penalty mark
All of which come from the first appearance in Q&A 2000 and it has been understood that the second caution during the Kicks phase counts and results in a send off

View Referee Keith Contarino profileAnswer provided by Referee Joe McHugh Hi A player who gets a 2nd caution in a game must be sent off and that includes KFTPM. More importantly for the referee is to understand what should happen when the player is dismissed. If it happens after KFTPM has begun there is no need to equate. If it happens before he takes his penalty kick the player is dismissed and a team mate who has not taken a kick takes the penalty kick.

View Referee Joe McHugh profileAnswer provided by Referee Michelle Maloney KFTPM are not part of the timed match - they are a tie breaking procedure only, but it is still a phase of that game. In the LOTG, it specifically says unless otherwise state, the relevant Laws of the Game and IFAB Decisions apply when kicks from the penalty mark are being taken. The quoted section of the Interpretations and Guidelines above says in the seventh bullet that cautions and send offs still apply. The game report includes the results of the KFPTM, as it will also include the second caution and subsequent sending off of any player who commits a cautionable offense during the kicks phase of the game. As with many things in the LOTG, one has to take them as a whole to discern the parts at times. Nowhere in the LOTG does it say a sent off player cannot be replaced - but we all know that. The KFTPM are not part of the match in the sense that it is not a timed part, and not all games go to KFTPM, but when they do, the sanctions issued during the playing time continue on through to the end of the kicks phase.
