Question Number: 24905Kicks From The Penalty mark 5/9/2011RE: Intermediate Under 12 Phil of Tarzana, CA United States asks...This question is a follow up to question 24885 I have a follow up question about what Referee Keith Contarino said 'A big difference between keeper change and a keeper substitution is that a keeper change may be done anytime during kicks from the penalty mark but the only time a keeper substitution during the KFTPM phase may be allowed is if the keeper is injured.'. I don't understand the difference between a change of goalkeepers & a substituion. If either can be allowed during KFTPM, what is the practical difference? Thanks in advance. Answer provided by Referee Joe McHugh Hi Phil A change of goalkeeper is where an outfield player swaps jerseys with the goalkeeper and plays in goal during any time in the game including KFTPM In a substitution the goalkeeper is replaced by a substitute who is on the bench in the technical area. During KFTPM only a goalkeeper may be substituted provided the team has not used all its quota of substitutes and the goalkeeper is injured. The team is the judge of the injury in this situation.

View Referee Joe McHugh profileAnswer provided by Referee Keith Contarino Hi Phil. Sorry if I wasn't being clear and caused confusion. At KFTPM, the only players allowed to participate are the ones on the field when the game ends. Everyone else on the team is a substitute. If one of the players taking kicks injures himself, he may not be substituted for. That is to say, no member of the team not participating in the kicks phase is allowed to come into the game and participate. That would be a substitution. Not so for the keeper. If the keeper is injured, one of the non-participants MAY take his place. i.e. a substitution MAY be made during KFTPM but only for an injured goalkeeper. A keeper change is something entirely different. Here a player already participating in the kicks phase simply changes places with the keeper. The same is true during regulation time. A player on the field may swap places with the keeper at any stoppage as long as the referee is notified. You and I are youth referees where there are unlimited substitutions so this isn't a big deal but remember the LOTG were written with LIMITED substitutions in mind. It IS a big deal at the professional level to use a substitution if only 3 are allowed. Hope this clears things up. If not, please write in again.
