Question Number: 24919Kicks From The Penalty mark 5/11/2011RE: Premier Under 14 al of Miller Place, NY United States asks...In a game that must be won by penalty kick shootout, I know that only the 11 players on the field at the end of the 2nd overtime period are allowed to take the kicks. My question is, can any of this 11 players be put in goal to save the kicks or would a goalie substitution prior to the end of the 2nd overtime period have to be made? Answer provided by Referee Joe McHugh Hi Al Any of the players on the field of play at the end of the game can be put into goal. A substitution of the goalkeeper which is the only substitution exception can be made during kicks from the penalty mark provided the team has not used its quote of substitutions and the goalkeeper is injured.

View Referee Joe McHugh profileAnswer provided by Referee Dennis Wickham Any player eligible to participate in the kicks from the penalty mark may become the goal keeper. Exchanging a field player for the keeper is not a 'substitution.' Simply inform the referee.

View Referee Dennis Wickham profileAnswer provided by Referee Keith Contarino Any player participating in the kicks phase may play keeper. In fact, you are free to change keepers after every kick as long as the player you put in goal is one of the ones participating in the taking of kicks. That is not a substitution. No substitutions are allowed once the kicks phase starts EXCEPT if the goalkeeper is injured. An injured keeper may be replaced by any team member on the bench that is eligible to substitute, providing the team has any substitutions remaining. In youth play we have unlimited subs so any substitute on your bench could come in for an injured keeper. In any event, these may only take place if the referee is informed first and the referee has to ok either of them.
