Question Number: 25078Kicks From The Penalty mark 6/9/2011RE: Adult Mikey of London, UK asks...Penalty Shootout and this happens http://www.youtube.com/watch?v=MJJ2RZEtztE&feature=share Goal? Disallowed? Is hitting the bar declared as a miss? Thanks! Answer provided by Referee Joe McHugh Hi Mikey This is a perfectly good goal. There has been no infringement of Law 14 and the momentum imparted by the kick carried the ball over the line. It was a silly reaction by the goalkeeper who should have stopped the ball crossing the goal line.

Look at the AR in the video. At no time is it apparent play has been stopped. The referee decides when a penalty kick or kick from the penalty mark has been completed. Since the referee did not stop play, this is a valid goal

Until the energy imparted by the original kick has been dissipated, the ball remains live and a goal can be scored. The Laws of the Game state, 'When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar: the ball touches either or both of the goalposts and/or the crossbar and/or the goalkeeper'. I've seen on another website that it has been reported that the game will be replayed! Sigh. (Although the report is in Italian, and I can only take the word of the person that posted it.) Perhaps someone with a better knowledge of the Laws of the Game will correct the league administrators.
